UCAS will get to the fleet....when?

Some good weekend reading (PDF) on the UCAS-N situation for the Navy. Is the Navy delaying things? I think that it is more of having so little money and knowing that they can fill the deck soon with more Super Hornet buys and well F-35 and UCAS will come in their own good time. After all the Navy does have numerous shipbuilding issues to worry about. And new helicopters and... and... and so on. Wouldn't it be nice if all the Navy had to worry about were things that fly off of a carrier?
